Arcadia, the operator of "SpeeCAN RAIDEN," a mass distribution service for disaster prevention and crime prevention information, announced on October 13 that registered information may have been leaked due to unauthorized access by a third party. Multiple environments of the service, used by municipalities for their residents, have been affected, leading to a series of warnings and service suspensions in various locations.

Potentially leaked information includes contact names, email addresses, phone and FAX numbers, as well as contact person/contractor information and the body text saved in distribution history. The maximum estimated numbers announced by the company on the evening of the same day are approximately 3.136 million email addresses, 105,000 phone numbers, and 15,000 FAX numbers. All are estimated values currently under investigation and do not represent the actual confirmed number of leaks or individuals. The company states that payment information is not handled by the service.

The public announcements from affected municipalities vary. Yokosuka City announced the potential leak of a total of approximately 58,000 email addresses for four services, including disaster information emails, as well as registration information for FAX and phone distribution. The city also explained that suspicious emails have been confirmed, but the number of leaked personal information items and the detailed scope are still under investigation.

Saitama City announced the potential impact on 34,783 email addresses for disaster prevention administrative radio emails and 73 names and phone numbers registered for emergency phone services.
