FIXER announced on September 25th the release of the "Blackout App" (Public Information Document Masking Support App), jointly developed with Iga City, Mie Prefecture, as a standard feature of its on-premise generative AI, "Sovereign GaiXer." There are no additional costs, and it has been available in the free trial environment since the same day. This system allows AI to suggest blackout candidates for highly confidential municipal documents within the organization's internal systems, without transmitting them externally, with staff members retaining responsibility for the final decision.
When the Blackout App processes administrative documents, it lists personal information such as names, addresses, and phone numbers, along with information related to corporate rights and interests and policy-making processes, as potential candidates for redaction. The AI's role is limited to candidate extraction, adhering to a "Human in the Loop" design where human verification based on ordinances and operational standards is crucial. The system prioritizes operations that mitigate information leakage risks, not just by overlaying black shapes on PDFs, but by ensuring document processing is completed within a closed network environment.
FIXER signed a partnership agreement with Iga City in April 2023 for a demonstration project on AI administrative services and has been fully implementing GaiXer since October 2024. Nearly 1,000 city employees are utilizing it for tasks such as creating meeting minutes and summaries. The company stated that this app was developed in approximately one month, based on feedback from the field. The free trial allows users to log in via a browser to test the service, with applications taking about 3 minutes and guidance provided in as little as 2 business days. The product name is Sovereign GaiXer, and it comes with no additional cost as a standard feature. The company plans to expand business applications developed in municipal settings as standard features of Sovereign GaiXer in the future.
